Swainby, North York Moors National Park
Planning Potential secured permission for the demolition of a former primary school and erection of nine residential dwellings, a community car park and landscaping in Swainby, a picturesque village within the North York Moors National Park.
Challenge
Getting planning consent for commercial development in a National Park is extremely difficult. Proposals are typically seen as inappropriate and intrusive, met with vociferous opposition from local communities and Councils. Strong local opposition was anticipated, and misconceptions in the community needed addressing alongside emerging Local Plan policies restricting new dwellings.
Approach
Planning Potential advised a proactive and transparent approach from the outset, attending a well-attended parish council meeting to outline aspirations. They ran an inclusive engagement programme including a public consultation event and meetings with elected members. The team worked closely with architects to develop strong consistent messages supporting corporate social responsibility values and submitted representations on the emerging Local Plan to push back on restrictive wording.
Outcome
Proposals approved by North York Moors National Park Authority through delegated decision.
The community shaped the final scheme, creating a residential development everyone could enjoy. Inspector agreed with representations on the Local Plan, omitting restrictions on dwelling numbers and size.
Ongoing relationship retained with Brierley Homes across several sensitive sites in Yorkshire.
