Cavalry Barracks
Planning Potential achieved a unanimous resolution to grant planning permission for a hybrid scheme delivering up to 1,525 homes, public football pitches, offices, retail and other associated uses at the former Cavalry Barracks.
Challenge
The site is steeped in history with 14 Listed Buildings, 19 Locally Listed Buildings, and the entire site forming the Cavalry Barracks Conservation Area. The Ministry of Defence disposal required a scheme that balanced heritage protection with unlocking significant development potential. The scale and complexity meant vast consultee input was needed, including Sport England, Historic England, the Georgian and Victorian Societies, Heathrow, and the Greater London Authority.
Approach
Planning Potential led on Planning and EIA, working closely with the Local Planning Authority through numerous design workshops and pre-application meetings. They co-ordinated a large project team including architecture, transport, landscape, heritage, viability and energy consultants. Communications Potential ran a comprehensive engagement strategy including public consultation events, postal and virtual updates, and engagement with local schools and businesses. Planning Potential also co-ordinated the full Environmental Impact Assessment.
Outcome
Unanimous resolution to grant planning permission secured. Fewer than 20 objections received, with far greater supportive representations including from the Chamber of Commerce. The scheme opens up the historic barracks to the public, improving walking and cycling routes between Hounslow Heath and Hounslow West Station.
